The spread of English in Africa often followed administrative and missionary channels, while in Oceania settler colonization and displacement played a larger role. In many African colonies colonial governments established schools and civil services that required English for advancement. Missionary societies also translated religious texts and taught literacy in English or bilingual programs, embedding the language in education and religion. Conversely, in parts of Oceania intensive settler contact created English-speaking communities that dominated political and economic life. Indigenous populations in Oceania sometimes experienced land loss and assimilation pressures that accelerated language shift. Both regions saw English spread through trade, administration, and media, but the balance among these forces varied by locality. Local agency mattered: elites in both Africa and Oceania sometimes adopted English to access jobs, law, and international networks. Resistance and adaptation also shaped outcomes, producing pidgins, creoles, and resilient indigenous languages alongside English. Historical context explains why English became a lingua franca in some multiethnic African states and a dominant settler language in parts of Oceania. Policy responses today should recognize these distinct legacies rather than apply a single model across former colonies. First, ministries should implement strong bilingual education that teaches in both English and local languages from early grades. Second, curricula and teacher training must prioritize local content, materials translation, and equitable access so that English enhances rather than replaces indigenous knowledge.
